Stargard gps

My research shows that this is a GPS tracking device. I can't tell if this device was put in by the dealership on my last visit or if its been there since before we bought the car. The dealer would have definitely had to mess with it since they had to update the software for the recall, but I can't find a reason why they would put it in if they did.
